L’opportunité

Le rôle du Project Construction & Commissioning Manager consiste à gérer et coordonner les processus et activités de construction et de mise en service liés au périmètre du projet. Le PCCM sera basé(e) dans les bureaux de Massy et soutiendra la réalisation des travaux sur site ainsi que la gestion du site, qui est assurée par le site manager.

Organiser et conduire la réunion de lancement (Kick-Off) pour l’équipe C&C.
Préparer le plan initial pour l’emplacement de stockage, l’identification et la préservation.
Préparer le plan initial de maintenance.
Élaborer le plan initial de gestion des pièces de rechange spécifiques au site.
Identifier les responsabilités liées à la construction conformément au budget soumis et aux rôles définis.
Examiner la portée, le budget et les risques & opportunités du contrat avec les départements Construction concernés et responsables.
Coordonner et diriger le processus de transfert du dossier de l’Offre vers la phase Construction, en révisant les périmètres de Construction et de Mise en service, le planning et le budget, y compris les risques et opportunités.
Organiser, piloter et participer à la revue et à l’approbation de la stratégie de constructibilité réalisée durant les jalons Notice to Proceed et mobilisation sur site, et assurer sa mise en œuvre en collaboration avec le Chef de Site. Le PCCM doit baser cette revue sur les analyses de constructibilité effectuées durant la phase d’appel d’offres.
Piloter, en coordination avec le Chef de Site assigné, le démarrage et le processus de préparation des activités sur site, en veillant à ce qu’un plan d’exécution soit en place, que toutes les applications et plateformes nécessaires au projet soient identifiées et implantées, incluant notamment la stratégie et le processus d’approvisionnement sur site, le processus de mobilisation et la gestion financière du site.
Assurer une connaissance et une compréhension adéquates des lois et réglementations applicables sur le site, comprenant notamment les lois du travail et les horaires de travail, les permis et licences, la stratégie de mobilisation, les formations HSE spécifiques et les certifications spécifiques au projet pour les ressources concernées.
Préparer dans un premier temps et organiser la prise de possession du site. Développer et planifier les infrastructures temporaires et permanentes du site avec le Chef de Site.
Représenter l’équipe site dans les actions liées au siège (home office).
Suivre et rendre compte régulièrement de l’exécution globale de la construction, des coûts, des prévisions de charge et du planning. Développer et mettre en œuvre des plans de mitigation conjointement avec le Chef de Site et les responsables des départements Construction.
Participer à la revue mensuelle fonctionnelle C&C du projet et présenter l’état, l’avancement et le développement du projet à l’équipe de Direction. Signaler tout risque concernant le respect du budget ou du planning, et définir des actions correctives de mitigation avec les responsables C&C concernés, le planificateur site, les superviseurs et le Chef de Site.
Veiller à ce que les ressources nécessaires soient désignées et déléguées en temps opportun et conformément aux obligations légales. Maintenir un échange constructif avec le Chef de Site afin de garantir la mise à disposition des ressources requises dans les délais, tout en équilibrant besoins, performance et coûts.
Coordonner les sous-contrats avec le Responsable des sous-traitants sur site.
Allouer, gérer et coordonner les Coûts Non Budgétés (NBC) pour assurer un reporting financier conforme.
Garantir que toutes les tâches liées à la Construction et leurs conditions d’exécution sont conformes aux exigences contractuelles.
Fournir des informations ponctuelles, précises, fiables et actualisées au Directeur de Projet et à la direction Construction, en collaboration avec le Chef de Site. Signaler toute anomalie constatée sur le site.
Coordonner les disciplines Construction pour assurer une bonne réalisation du périmètre du projet.
S’assurer que les processus, instructions et directives HVDC C&C sont mis en œuvre et respectés.
Fournir un retour structuré et piloter la constructibilité en s’appuyant sur les expériences et les leçons apprises durant la phase d’exécution et lors de la fermeture du site.
Organiser une session de retour d’expérience (Lessons Learned) après le transfert du projet vers les équipes C&C, SIM et Ingénierie.

Votre profil

Diplôme universitaire (Bachelor ou Master) dans un domaine technique et managérial
Gestion de projets et gestion financière
Expérience dans le domaine HVDC ou dans des projets EPC de centrales électriques, ainsi qu’une expérience de travail sur des chantiers de construction
Leadership – excellente capacité à gérer des employés, des managers, des outils et d’autres ressources
Capacité avérée à expliquer des problématiques techniques complexes et des processus de travail
Communication – excellente capacité à communiquer à l’oral et à l’écrit en anglais et en français
Gestion du temps
Compétences sociales et personnelles

The Opportunity

The role of the Project Construction & Commissioning Manager (PCCM) is to manage and coordinate all construction and commissioning processes and activities within the project scope. The PCCM will be based in the Massy office and will support the execution of on-site works as well as overall site management, which is led by the Site Manager.

Your Impact

Organize and lead the Kick-Off meeting for the Construction & Commissioning (C&C) team.
Prepare the initial plan for storage areas, identification, and preservation activities.
Prepare the initial maintenance plan.
Develop the initial site-specific spare parts management plan.
Identify construction responsibilities in line with the submitted budget and defined roles.
Review the contract scope, budget, risks, and opportunities with the relevant Construction departments.
Coordinate and lead the transfer process from the Tender team to the Construction phase, reviewing the Construction and Commissioning scopes, schedule, and budget, including risks and opportunities.
Organize, drive, and participate in the review and approval of the constructability strategy developed at the Notice to Proceed and site mobilization milestones, ensuring its implementation in collaboration with the Site Manager. The PCCM must base this review on constructability analyses carried out during the tender stage.
Lead, in coordination with the assigned Site Manager, the initiation and preparation process for on-site activities, ensuring that an execution plan is in place and that all project applications and platforms are identified and implemented, including the site procurement strategy, mobilization process, and site financial management.
Ensure adequate understanding of applicable site laws and regulations, including labor laws and working hours, permits and licenses, mobilization strategy, HSE-specific training, and any project-specific certifications required for relevant resources.
Initially prepare and organize site handover. Develop and plan temporary and permanent site infrastructure together with the Site Manager.
Represent the site team in head-office–related activities.
Monitor and regularly report on overall construction execution, costs, workload forecasts, and schedule. Develop and implement mitigation plans jointly with the Site Manager and Construction department leads.
Participate in the monthly C&C functional project review and present project status, progress, and development to the Management Team. Highlight any risk to budget or schedule adherence and define corrective mitigation actions with relevant C&C leads, the site planner, supervisors, and the Site Manager.
Ensure that required resources are appointed and allocated in a timely manner and in compliance with legal obligations. Maintain constructive communication with the Site Manager to secure resource availability within deadlines, balancing needs, performance, and costs.
Coordinate subcontracted activities with the On-site Subcontracting Manager.
Allocate, manage, and coordinate Non-Budgeted Costs (NBC) to ensure accurate financial reporting.
Ensure that all Construction-related tasks and execution conditions comply with contractual requirements.
Provide timely, accurate, reliable, and up‑to‑date information to the Project Director and Construction Management, in collaboration with the Site Manager. Report any irregularity observed on site.
Coordinate Construction disciplines to ensure proper execution of the project scope.
Ensure that HVDC C&C processes, instructions, and guidelines are implemented and followed.
Provide structured feedback and drive constructability improvements based on experience and lessons learned during execution and site closure.
Organize a Lessons Learned session following the transfer of the project to C&C, SIM, and Engineering teams.

Your Profile

University degree (Bachelor or Master) in a technical and managerial field
Project management and financial management experience
Experience in HVDC projects or EPC power plant projects, as well as hands-on experience on construction sites
Leadership – strong ability to manage employees, managers, tools, and other resources
Proven ability to explain complex technical issues and work processes
Excellent oral and written communication skills in English and French
Strong time management skills
Strong social and interpersonal skills
Ability to maintain both a high-level overview and an eye for detail
Strong quality assurance mindset
