INTRODUCTION
eu-LISA is the Agency of the European Union (EU) established to provide a long-term solution for the operational management of large-scale IT systems, which are essential instruments in the implementation of the asylum, border management and migration policies of the EU. The Agency’s core mission is to be dedicated to continuously add value to Member States, supporting through technology their efforts for a safer Europe. To support eu-LISA’s core administrative functions, non-ICT consultancy services are necessary to ensure the provision of deliverables in support of activities carried out by the Agency to ensure governance, planification, business continuity and internal control towards the execution of its mandate.
The present technical specifications address needs for support services related to consultancy services for the Protective Security Sector under Security Unit shall include the tasks related to guarding services, physical access systems, monitoring and reporting of security incidents and its analysis and risk assessments including preparation of documents and reports related to physical security.
Persons providing service to eu-LISA shall be cleared at the security level SECRET EU/EU SECRET.
Skills, knowledge, experience required:
- A level of post-secondary education (the equivalent of college or high school) attested by a diploma;
- Minimum 3 years’ relevant professional experience, of which minimum 2 years’ experience in security sector;
- EU Citizenship, and good code of conduct (lack of criminal convictions);
- Previous experience in: implementing good practices in physical security, working on access control systems, working on video surveillance systems (CCTV) or other security and/or safety systems, managing receptionists and / or security guards;
- Excellent usage of MS Office, in particular MS Excel;
- Proficiency in written and spoken English (level C1 or higher);
- Some knowledge of French language (level B1 or higher).
Ability to:
- Proofread communication, documents, draft emails, etc. as needed in English;
- Run reports and handle special security- and safety-related projects, actions or activities as assigned;
- Perform management of security guards, and work in a team;
- Capability of handling access requests for the site and communicating with the stakeholders;
- Capacity of identifying as needed specific vulnerabilities and threats regarding the security and safety of the site and assets;
- Basic knowledge of performing first response in case of an emergency;
Duties/role:
- Managing the end-to-end process of personnel security clearances, including verifying documentation for internal staff, service providers, and external contractors, as well as initiating and overseeing the vetting process;
- Serving as the primary point of contact for clearance matters, facilitating approvals, addressing inquiries, and coordinating with internal teams, external providers, and contractors to streamline the clearance process;
- Preparing and conducting comprehensive risk assessments for country- and site-specific operations, evaluating threats and recommending tailored security measures to ensure personnel safety during missions and site visits;
- Analyzing local and regional threat environments to inform secure travel practices and support strategic operational planning in high-risk and dynamic contexts;
- Preparing site and temporary premises security surveys, including developing technical specifications and drafting detailed documentation in close collaboration with the technical security team;
- Producing thorough security documentation and risk reports, ensuring personnel are fully briefed on threat levels, mitigation strategies, and operational protocols prior to deployment or travel;
- Utilizing real-time monitoring and risk detection platforms to deliver timely, actionable insights on emerging safety threats and incidents;
- Preparing and delivering weekly situation reports, providing in-depth analysis of global military developments and geopolitical escalations to support informed decision-making.
